About the Author Rafael Ruppin was born in 1919 in Berlin to Dr. Arthur Ruppin and Hanna Cohen of the family of Mordechai Ben Hillel HaCohen. Mr. Ruppin’s father was appointed to lead the Palestine Office of the Zionist Organization with the objective to facilitate the establishment of the Jewish homeland in Palestine (Israel). Several of his forebears were delegates to the first Zionist Congress in Basle. Mr. Ruppin was educated in Jerusalem at the Gymnasia Ha’Ivrit Rehavia, and studied biology at Hebrew University in Jerusalem, prior to studying economics in London. During the Second World War, Mr. Ruppin enlisted in the British Army and served in the Jewish Fighting Brigade. After the war, he joined a cooperative maritime settlement group, and learned fishing and seamanship in Italy and Holland. Upon demobilization from the British Army, he settled with his friends on the shore of Emek Hefer near Netanya in Israel and became one of the founders of the Michmoret community. In 1950, Mr. Ruppin established the School of Fisheries at Michmoret, and was appointed its first principal. In 1955, he was awarded a grant from the UN Food and Agriculture Organization to report on fisheries education in Europe. Ruppin was later appointed to be a consultant on fisheries education to this organization. In the context of his work as an adviser and expert, he worked in India, East Africa and Central Africa. He was also sent on various missions by the Israeli Government to Ethiopia, South America and Tanzania, where he became Israel’s first ambassador. At the end of his tenure in Tanzania, Mr. Ruppin was appointed director of the Marine Education Department in the Ministry of Education and Culture, and as Coordinator of Hebrew Education in the Diaspora in this ministry. In 1975, Mr. Ruppin was appointed to the UN Organization of Food and Agriculture to be in charge of educating and training fishermen worldwide. Since 1982, Mr. Ruppin has served as an adviser on maritime agriculture to the Ministry of Energy and Infrastructure. Now in retirement from public service, Mr. Ruppin spends much of his time writing books and political commentary. He lives in Michmoret, Israel.
